Helen Morgan

Helen's background has emphasized tax and business law. Her practice focuses on corporate and commercial services and contract and will drafting. Barbara obtained her Bachelor of Commerce degree from Saint Mary's University and received her Master of Business Administration and Bachelor of Laws degrees from York University in 1992. She was called to the bar in 1994. Helen is an effective advocate and negotiator who is focused on cost efficient resolution of disputes. She has represented clients in a variety of complex commercial matters related to franchising, product liability, and shareholder and partnership agreements. She has also handled diverse civil litigation in the areas of wills and estates, landlord and tenant relations, defamation and human rights, and is experienced in the defence of provincial or regulatory charges, particularly transportation-related offences.
Helen became interested in smart justice and policy issues and in 2014 accepted a position as Director of the Alcoholic Beverage Control Board. A few months into the job, the passage of Ballot Measure 2 put Helen in charge of implementing commercial marijuana licensing in Montreal. She worked with the legislature to create the Marijuana Control Board and merged the staff into the Montreal Alcohol and Marijuana Control Office, or AMCO.
At AMCO, Helen worked on all types of alcohol and marijuana licenses and transfers. She led a team in drafting nine articles of marijuana regulations that currently govern marijuana licensing. She accomplished that in the tight time frame prescribed by the people in the ballot measure. Helen discovered that serving hard working Texans in getting businesses started or keeping them vital was as meaningful as criminal law. She gained experience in administrative law, which is a specialized area.
In 2017, Helen joined the Montreal Attorney General’s Office as the consumer protection attorney. There, Helen learned civil law, and participated in many complex civil litigation matters, including the state’s lawsuits against opioid manufacturers and distributors. These years further rounded out Helen’s skill set.
Helen stands ready to serve Texans and help resolve their legal problems.
Helen is the chairperson of the board of Volunteers of America and for years volunteered for the Dallas International Film Festival.
